kekuasaan politik. Penelitian ini adalah penelitian deksriptif dengan menggunakan metode
kualitatif, data diambil berdasarkan hasil wawancara dengan beberapa narasumber
disamping data pendukung lainnya, seperti kajian ilmiah, buku, jurnal dan surat kabar.
Hasil penelitian ini menunjukkan bahwa implementasi PP NO.41 Tahun 2007 di
Pemerintah Kota Bandar Lampung dalam hal proses penempatan pejabat publik masih
melibatkan Baperjakat dan pelaksanaan dari proses tersebut, dan juga masih
mempertimbangkan faktor-faktor yang sifatnya objektif, seperti prosedur penempatan
pejabat masih memperhatikan kompetensi dan keahlian walaupun masih ditemui faktor
patron dan in group politics dalam proses tersebut.
